Surah al-Qadr ayah 4

Tanazzalu al-mala'ikatu wa ar-ruhu fi ha bi idhni rabbihim min kulli amr

In it, the angels and the Spirit descend by permission of their Lord with all decrees

The following is an excerpt of commentary on this ayah:

Describing the merits of this night, Allah says that in this night the angels and the Ruh descend. The Ruh (literally, spirit) here refers to [the angel] Gabriel... It is the Night of Security in which a devil can neither commit an evil act nor trouble the believers. Qatadah says that divine decisions are made in this night, and age as well as sustenance is determined in this night. At another place, the Quran said, "Therein is decreed every matter of ordainments." (Surah ad-Dukhan ayah 4). Sha'bi said that during this night the angels keep praying for the believers till the early hours of the morning. Ibn Abi Hatim quoted a hadith related from Ka'b al-Ahbar which says, "In this night, Gabriel, accompanied by other angels, comes down below the Lote Tree and supplicated for the believing men and women."
