This situation you are talking about, sounds familiar. It has happened to me as well and I think it's just a waiste of time, both for the employer as the ([wish he/she was a] potential) employee.Sometimes everything has been arranged but the employer is obliged by law to follow a certain procedure or have exams (mostly in the public sector).
It is possible as well, they're telling you this so they won't have to give you a real reason for not hiring you if you would be as 'bold' as to ask for any reasons.
Anway, I hope your feeling on this turns out to be wrong. Good luck in finding a job !

Thanks for your supportive comment, Morgaine. I'm still hoping on this but I've already turned to thinking of it as at least giving me more practice at interviewing, which I can always use.Back to the employment ads...
