He says that the insurgency in Iraq is due to the political situation there so capturing or killing Zarqawi would make little difference to it, that the Bush Administration should have been concentrating on al-Qa'ida not on Iraq since it was al-Qa'ida that attacked the U.S., not Iraq, and that Bush's performance on improving homeland security has also been poor.
