Clark on avian flu, Iraq
Video (transcript) - Clark appears on Geraldo's show again. They discuss avian flu the Bush plan. Clark describes the plan, which has not been publicly released yet. It puts local authorities in the lead in terms of diagnosing cases, the federal government provides assistance. Right now, the virus does not transfer between humans, all cases are people getting it directly from birds. It may mutate in the future.
On Iraq, they take a report from a journalist in Iraq discussing the upcoming referendum on the constitution and security measures being taken. Will the Sunnis boycott it, vote no, or what? Clark thinks there will be a mix with more voting than in the January elections. Will most likely vote against it but not enough to vote down the constitution so it will pass. The insurgency will still be there and still causing trouble for the Coalition and the Iraqi government. The constitution will pave the way for the Shi'as to take power as they would like, but Sunnis never felt included. This robs it of legitimacy and that was the strategic purpose of it. Clark again promotes his "Contact Group" idea with Iraq's neighbors and the three-pronged approach. The military is only part and is not sufficient by itself.
